Romania condemned Russia’s repeated attacks on commercial traffic in the Black Sea at meetings of the Organization for Security and Co-operation in Europe, the Ministry of Foreign Affairs said. The position was set out on Wednesday at the Forum for Security Co-operation and on Thursday at the Permanent Council, attended by the organisation’s 57 participating states and its cooperation partners, according to Agerpres.

Romanian officials said systematic Russian attacks on commercial vessels transiting the Black Sea have caused casualties, violate international law and endanger the safety and freedom of navigation. Authorities in Bucharest also reported violations of national airspace linked to the intensification of Russian strikes on civilian infrastructure in Ukraine. The ministry said that in 2026 the Black Sea became the world’s most dangerous maritime route by the number of sailors killed, as attacks on commercial ships intensified.

Romania also presented the findings of the investigation into the fire that broke out on 14 September 2026 at the Carfil industrial platform in Brașov. The foreign ministry said that, alongside briefings for allies and partners in the EU and NATO, Romania warned OSCE states of an act of sabotage coordinated by the Russian Federation that caused the fire. Officials said the incident belongs to a wider context of hybrid threats and forms part of an increasingly broad and complex series of actions within hybrid warfare.

More than 40 participating states expressed solidarity with Romania. They reaffirmed support for Ukraine and called for a ceasefire and for the conditions needed for a comprehensive, just and lasting negotiated peace. The OSCE, which brings together 57 participating states, is the largest regional security organisation, with aims that include maintaining peace, managing crises and reducing security risks in Europe.
